The proposal, backed by local retailers and public safety officials, focuses on strengthening penalties for repeat offenders and improving coordination between police and business districts.
The bill pushes for faster police response times, something many small shop owners say has been a major challenge as theft incidents continue to escalate. Several Los Angeles and Bay Area retailers told KTLA 5 that by the time officers arrive, suspects have already fled — often returning to target additional locations.
To improve enforcement, the measure includes new provisions allowing law enforcement to aggregate multiple theft incidents into a single charge, closing a loophole that previously allowed serial offenders to escape harsher consequences.
Small businesses have also called for increased funding for security upgrades. The bill outlines potential grants for enhanced camera systems, reinforced store entryways, and coordinated reporting platforms shared between local shops and police departments.
